They make you apply online. Doing so gives you no chance for face time, no chance to make a great first impression to land an interview. In fact, most HR people in charge of hiring are at a "different office" or "at corporate". Your resume is just one of thousands sitting in an inbox, waiting to be emptied to the trash.

I'm sorry to start you off with this bit of downer news, but you did your math incorrectly. Twelve dollars per hour at 35 hours per week is not 60K per year. It's not even close. Please grab a calculator and redo that. You want 12 (per hour) x 35 (hours) x 52 (weeks per year, assuming you get paid vacations or do not take any)).
The most comfortable margin, and the most conventional, is to figure your rent to be equivalent to 1/52 of your annual salary, or, the same as what you GROSS in one week (figure your actual annual salary and divide it by 52). The cost of living having become so unmanageable for poor and working-class Americans, some agents/landlords have expanded that ratio to 1/40 (annual salary divided by 40). It would be really uncomfortable to go farther than that.
Basically, if that's what you expect to earn, and that's how much you can work (35 is hard in grad school...are you sure your program even allows that?), fully expect to have a roommate. Philly has reasonable rents, which is good, but you need something really economical.
